Have things changed at UC? It is looking like more of the same as UC and AFSCME's Patient Care Unit contract talks go to impasse on January 8, 2008. For more information see the article from the California Aggie and flyer from AFSCME which are linked for download. Then barely one week later at the UC Regents meetings at UCLA, the UC Secretary/Chief of Staff was awarded a raise of 26%, or an additional $61,000, making her new annual total $295,000 for a job she has worked less than a year! See the story in the San Francisco Chronicle and try to rationalize such a move as the state is the midst of a budget crisis which could lead to over $400 million less from Sacramento to the University in 2008-09.

   While University of California President Robert Dynes announced his 'resignation' in August '07, it looks as though his management style and actions led to his departure. UC Board of Regents Chair Richard C. Blum is demanding change.  Stay tuned to see if UC really cleans up its act as an employer, a health care provider, a research institution and a world-class university system or stays with its 'family ways.'

7-5-07! The San Diego Reader chronicles one UC San Diego employee's 11 years of mental, emotional and physical violence suffered under a supervisor who has yet to be punished.  Read her story in "River of Tears." 
5-25-07! The San Francisco Chronicle reports that after the 15 months following the UC Executives Pay Scandal, another $1 million went out to 70 executives.  Both Dynes and the UC Regents were able to work around their own new rules. State Senate Majority Leader, Gloria Romero said "This is pathetic. I have no confidence in the honesty of President Dynes."
5-23-07! The East Bay Express follows up on the "Parsky's Party" story on May 9 with the State Senators pushing the Regents to give UC workers a say in managing their pensions. The story can be found here.
5-18-07! The President of UC, Robert Dynes, while not taking his 4% raise last November, was still given a vote of confidence from the UC Regents at their meeting at UCSF. But while many executives were disciplined for the pay scandal, Dynes received a mere slap on the wrist.  According to the San Francisco Chronicle, State Senator Gloria Romero, who is on the Senate Education Committee, said "We expected them (UC) to come clean. I expected some heads to roll..." But in terms of the discipline and promises of changes in the future "...that is laughable. This is not acceptable."
5-9-07! The penisons every California State employee are now in jeopardy of falling under the hands of UC Regent Gerald Parsky, whose firm took management away from the (very successful) UCOP Treasurer's office to his private business. 5-7-07! Two Updates:

5-4-07 First, the San Francisco Chronicle reports that the several of the unpaid UC Regents have a vested interest in the pension issue, as well as at least two of the seven members on the pension adivory committee have some sort of connection in managing the funds. Representatives from AFSCME Local 3299 was interviewed for the story.

4-20-07 Second, while in contract talks with the university, the nurses (CNA) told UC that some 2,500 nurses were being overcharged for their health care due to the possibility that if they work a night shift, their pay would go up, therefore they would have to pay higher costs.  UC's response: we know it's happening but we're not going to do anything to fix it at this time.  See the latest CNA bargaining report for more information.
3-16-07! The San Francisco Chronicle reports that the UC Regents are demanding that the big exit payments stop to upper management.  No more 'extra' vacation time, no more car allowances to those who are not eligible, and no more ridiculous 'relocation' expenses.  

While at least showing they will become more accountable, the regents then awarded EVP Bruce Darling a $46,000 raise (for a $111,000 increase over the last 18 months) plus another $38,000 stipend to temporarily fill some other duties.  This puts his salary over the UC Provost, every campus chancellor and very close to Godfather (UC President) Dynes' salary.  Guess who will want raises next?
3-14-07! The San Francisco Chronicle reports that while the UC Regents today gave the annual financial disclosure report now required, it was mentioned that the report did not come out in previous years in part because of staffing issues!  UC employees across the state deal with staffing issues daily.  Another tidbit included that "John Garamendi II, the vice chancellor of university relations at UC Merced and son of Lt. Gov. John Garamendi, now a regent by virtue of his position. The younger Garamendi earned $195,000 in base salary, plus 5 percent in deferred compensation and an $8,916 auto allowance." On the same day, UC voted to increase tuition fees by 7% to 10%.  The story can be found here.
3-8-07! The Los Angeles Times reports that a deal between the UC Irvine Medical Center and a private Orthopedics practice is costing the medical school millions in lost revenue. An independent auditor has been hired to look into Dr. Bernard Reimer and his office-manager spouse. The original deal was signed by then UCIMC Medical School Dean Dr. Thomas Cesario, who left in disgrace in 2006 and took early retirement.  The story can be found here.
3-8-07! The San Francisco Chronicle reports that the Governor's task force to work on the public retirement plans across the state include 2 people who's companies make investments (and receive fees from) CalPERS. One of them, UC Regent Gerald Parsky, forced UC to have his financial firm take over the management of the UC Retirement Plan once he took his throne as one of the regents. 3-7-07! The Los Angeles Times reports that arrests have been made from the UCLA Medical Center Body Parts scandal. The story can be found here.
2-27-07! The Oakland Tribune (along with The San Jose Mercury News and other Bay Area media), reports that the University of California's management of nuclear materials at the Los Alamos National Labs in New Mexico was so bad that UC was fined $1.1 million. The fine was for putting workers (including UPTE represented employees) at risk and scattering radioactivity across two states. This marks the largest nuclear fine ever from the federal governement.  It gets better.  The violations occurred when UC was running the lab as a non-profit, and therefore were not subject to civil penalities at the time.  UC does not have to pay a cent. 1-20-07! The California Nurses Association (CNA), the union that represents nurses at the UC Hospitals, reports that many nurses are paying higher health insurance rates due to the fact UC is basing their contribution on any extra wages a nurse MAY earn by working different (evening or night) shifts. 1-14-07! The San Francisco Chronicle reports that EVERY one of UC's 230,000 employees (including the regents, and the governor) must take an ethics test. The story can be found here. The test is on-line and takes about 30 minutes to complete. And to quote the article: "There is no real score, and answers are not monitored."
 
11-14-06! The Los Angeles Times reports that UCLA is so far behind in its consrtuction of the new Medical Centers in Westwood and Santa Monica that it needs over $300 Million MORE! It seems one of the problems is some of the medical equipment already installed is already out of date; and of course the hospital rated "Best in the West" has to have the newest and best equipment when it opens. There was also a report on the following day in the Daily Bruin.
 
10-19-06! The San Francisco Chronicle reports that at the UC Regents Meeting on the Santa Cruz campus, protesters (both students and employees) were met with the mob's greatest and most effective tool, violence.
 
10-15-06! The Los Angeles Times reports, just as the Harbor-UCLA Medical Center is attempting to take over operations at King/Drew Hospital due to its mismanagement, a Harbor-UCLA employee has to sue the hospital over the harassment he has received due to his actions uncovering the funds he has seen embezzled by the hospital's administrators. Paying for things such as home improvements and a Fish Pond! An Associated Press report from the following day was posted by many other media sources including the Daily Bruin and the San Francisco Chronicle.
 
7-3-06! The Daily Bruin reports that there will be a Bill targets UC pay sessions asthe state legislature wants the entire compensation process to be public. On the same day, the Daily Bruin reports on the latest news in terms of the construction of the new hospital at UCLA. We're looking at an opening over 3 years late, in the summer of 2007 instead of 2004.

5-23-06! The Los Angeles Times reports even more problems as "Lawmakers Reprimand UCIrvine." Even the FBI and US Department of Health and Human Services are investigating UCIMC.
 
5-18-06! Despite the many warnings and outcries from the State Senate, at the recent UC Regents meeting at UCSF, a recent audit shows even more secret pay deals have been made, as the San Francisco Chronicle reports.
 
5-17-06! Attorneys for former UC Irvine Medical Center Director Dr. Ralph Cygan by trying to block any depositions over UCI's defunct liver transplant program. From the Orange County Register .
 
5-7-06! Dynes is featured (and not in a complimentary way) in the San Francisco Chronicle's editorial cartoon by George Russell.
 
5-7-06! Dynes fights back with "Embattled UC President Defiant Over Recruitment Policy" from the San Francisco Chronicle saying right away: "I'm not ashamed of anything I did." As they say: Power corrupts and absolute power...

4-14-06! The UC task force report on executive pay, while late, is issued. Our friends at the San Francisco Chronicle had this story.
 
4-10-06! Where do UC students go for low or no-interest loans? Why to the 'National Bank of Dad' of course. But if you are the primary administrative and policy adviser to UC President Dynes; why you can have an $800,000 loan from UC coffers just for taking the job. The story appeared in The Daily Bruin and The Contra Costa Times through Associated Press reports. P.S.: Dynes didn't feel he had to tell UC's Regents about the loan in the first place.
 
3-30-06! We are constantly asked "Where does the grant money go?" by our researchers who know that raises, healthcare and administrative costs are factored into the grants their bosses are awarded. The Los Angeles Times recently ran this story: "UCLA Professor Is Focus of Probe." and this is one way the money is dispensed, to friends and famiglia, oops, we mean family.
 
3-23-06! The San Diego Reader shows just how a Canadian scientist can work his position in the academic community, then marry into the family of old California money, and eventually run the University of California, Inc. The article is titled "Buddied Up." and it is about current UC President Robert Dynes and his rise to the top, exposing many of the financial arrangements UC's administration and its regents makes with its partners.
 
3-16-06! The San Francisco Chronicle reports that during this UC executive pay scandal, the UC Regents gave "President Dynes ultimate power over salaries."
 
3-16-06! The San Francisco Chronicle reports some good news for a change; there will be "New Controls on Spending" when it comes to the homes and offices of UC Chancellors.
 
2-28-06! The San Francisco Chronicle reports the corruption just doesn't end as "UC failed to give the Regents financial reports" and that "A faculty group asked UC to rethink the plan for raises for top executives."
 
2-22-06! The Sacramento Bee published a commentary from a Berkeley professor outlining the agreement he helped write with the Regents to limit excessive payouts in 1992 in "UC regents skip faculty's lesson."
 
2-16-06! As the LA Times reports on UC's record fundraising while UCLA continues cutbacks (and increases pay of the top execs), UCLA takes out a full-page ad in that issue patting itself on the back for the great job it has done fundraising. A full-page ad in the Main Section can cost over $100,000! And the Times reports on UCIrvine's rampant nepotism and problems with kidney transplants at UCIMC. Included in the day's issue is George Skelton's opinion piece on UC's mismanagement of the tax money it receives.
 
2-9-06! The Daily Bruin reports "UC pledges compensation reform" as University of California President Robert Dynes was questioned by the CA State Senate about UC's hidden compensation practices.
 
1-18-06! The Daily Bruin reports the "State to Audit UC Spending Practices" and in regards to the misdeeds and trickery going on with the UC employees retirement plan (UCRP) that "UC automatically puts wages into student-employees’ retirement funds."
 
12-23-05! The San Francisco Chronicle reports that at UC, just like in the mob, you never really leave the organization. Despite an 11-year old edict from the UC Regents, which was reaffirmed in September of 2005, no long-term PAID leaves were to be granted to top administrators, but the paper cites 3 recent incidents in "UC'S PAID LEAVES CALLED 'BETRAYAL' REGENTS' EDICT IGNORED."
 
12-19-05! The San Francisco Chronicle reports "UC Davis cuts deal to avoid bias suit, Ex-vice chancellor gets $205,000 job -- regents didn't know" as someone who was supposed to be fired is paid off with a higher-paying job with no real duties for two years and receives an extra $50,000 as 'transition pay" to find a new job.
 
12-6-05! The San Francisco Chronicle reports on the recent "Legislative hearing into UC compensation"
 
11-30-05! The San Francisco Chronicle reports "State senator calls for hearings on UC pay" and the report in the Daily Bruin on the irregularities in regards to who was appointed to the UC Task Force overseeing this problem.
 
11-26-05! The San Francisco Chronicle reports "UC still paying ex-No. 2 official $25,000 a month" as the recently resigned UC Provost could receive a $25,000.00 MONTHLY stipend for up to a year! After she resigned over her actions in regards to hirings.
 
11-17-05! The San Francisco Chronicle reports "UC president promises increased disclosure about pay packages" but Dynes will not commit to releasing all information to the public! And then the UC Regents vote to raise student fees followed by giving the top administrators a raise in "UC regents boost next year's student fees Assembly speaker's budget advice ignored" There is a Nov. 18 report in the Daily Bruin on the raises as well.
 
11-16-05! The San Francisco Chronicle reports on the "Outrage In Capitol at UC" as Sacramento speaks up on the UC money issues.
 
11-15-05! The San Francisco Chronicle reports "Other perks include parties, gifts, travel" and reports "Services cut for students as high-pay jobs boom" as 2,275 university employees earned more than $200,000! While the Daily Bruin reports "UCOP payments raise concerns" as the corruption, payouts and 'tributes' continue.

UC San Diego paid students $15 an hour to be exposed to chloropicrin, a chemical used as a pesticide that can lead to nerve damage. This was uncovered in Popular Science Magazine's aricle "The Worst Jobs in Science."  

UCLA accepted funding from the tobacco industry for a 2003 study that "found" second-hand smoke does not cause cancer. The Regents are actually divided on the tobacco funding issue, according to the Daily Bruin.

UC and $alary $avings: All Mobbed Up?

 

  • A recently-released Segal Company audit* entitled "Turnover Savings and Step Increases" concludes that a 2% step increase for staff would increase UC pay expenses by just 0.3 % (0.003) annually savings are reinvested into remaining employee salaries.
  • That amounts to a total of $ 837,715 Systemwide for step increases annually.
  • Remember that this amount is for an institution that has reserves valued at $5 billion and a profit last year of $1.5 billion (that is Billion with a "B"!)
  • Where do these salary savings go? We don't really know for sure. And UC is not saying. But we can make educated guesses.
  • We do know for instance that the salary saving are not being passed on to RX/TX employees given UC's bargaining proposals.
  • We also know that that there have been $2.4 million spent in Executive raises and bonuses over the past year.
  • And we know that the Daily Bruin reported a 24.7% increase in the salary of the incoming chancellor at UC San Diego, a $98,400 raise in the UCLA provost's salary and an increase in the number of executives in UC's "$200,000" club (the number of those executives earning-independent of perks and benefits-over $200,000 per year).

But what of the staff that does the day-to-day work that keeps the University running?

"No money" or "We have other priorities" comes the response. Uh huh.

 So is it any wonder that you read stories in the paper like those mentioned above? In the court filings in the lawsuit against UCLA's Willed Body Program, UC's position in its motion to dismiss was "We can do anything we want with the bodies." Well, no. And the Judge so ruled. And so we are telling UC that they cannot do anything they want. They are bound by basic standards of law and decency. This is a public institution being run by state, federal and donor monies. There is no room for the loose ethical standards and practices led by the likes of Robert Dynes and enforced by his "consiglieries" Joe Mullinix (now gone from UC) and Judith Boyette.

What is all this pension fuss about? UC has been planning this for over six years. Since 1990, UC employees have nod had to make contributions to the retriement plan, now they want you to pony up between 10-30% of the costs.
