made the University of California the nation’s leading academic institution.

Quality career jobs provide promote excellence and commitment while revolving door employment hurts quality, limits progress and, in the end, costs more. The University of California should adopt staffing plans to attract and retain quality staff. Unfortunately, many recent UC policy decisions have done just the opposite.
