RX/TX Bargaining Report #7
UC Santa Cruz, March 20-22, 2013

Negotiations for the TX and RX contract continued this past March 20-22 at the UC Santa Cruz campus.

In their usual fashion, UC proceeded with unilateral demands on what proposals UPTE will make and when. Again, UC chose to direct harassing comments towards UPTE's Chief Bargainer and Team. UC made similar remarks to UPTE members who came to have their voices heard. The UPTE team walked out twice due to UC’s insistence on discussing clearly unreasonable demands. We continue to bargain in good faith and in the best interests of our members. We will not be dissuaded from our goals. 

In contrast to UC's proposals containing few if any changes, the UPTE Team continues to submit thoughtful, quality proposals. Among the proposals passed during this session was contract Article 10, Grievance Procedure, a very valuable article that enables us to correct unjust violations of our contract. This article requires great care in its interpretation and writing so that when we as members grieve a violation, we may be successful in preserving access to the full protections and rights contained in our contract.

In addition to submitting proposals, the team pointed out to UC the many outstanding RFI's (Requests for Information) that have impeded our ability to make proposals on some important topics. Given incomplete or no responses to our RFI’s, our team is limited in what proposals we can make.

This session also saw a large turn out of members who came to show their solidarity and voice their resolute opposition to UC's pension proposals. Among the many members who spoke were a number of administrative professionals who are not represented by UPTE but pay union dues and support UPTE in our cause.

The bargaining team is making excellent progress in writing contract proposals worthy of our members. We are taking the time needed to review the contract and update language. We are working diligently to rectify the poor financial decisions regarding our pension that UC has made in the past. We also are developing a financially responsible proposal to secure the wages we deserve.

Our next bargaining sessions will be at Lawrence Berkeley National Lab on April 8th and at the UCOP offices on April 9th.
