The UPTE Bargaining Team met again with UC in Oakland on April 20, 2011.
UPTE presented the University a second proposal on healthcare benefits. It would hold premiums at 2010 rates; include an UPTE representative in the University’s healthcare plans selection process for 2012 and beyond; and the University would pre-fund retiree healthcare benefits by making required contributions to the UC Retiree Healthcare Benefits Trust (UCRHBT) in the same way our pension is funded. This last proposal would ensure that retiree healthcare benefits will continue to be provided when our members retire.
Another critical component of this proposal is to establish a fifth pay band for determining employee healthcare premiums. Currently there are four pay bands, with the highest for anyone making over $140,000. Our proposed fifth band would be for top executives and others making over $200,000 per year. Currently these employees are NOT paying their fair share of premiums in relation to their incomes, which adds to the financial burden placed on our members.
Numerous requests for information (RFIs) are still outstanding. It will be necessary for UPTE to review and analyze the information before negotiations can be concluded.
The next bargaining session is scheduled for May 26th in Oakland. This session will cover an additional 0.5% UC wants to deduct from our pay checks starting on July 1 plus an added 0.5% on July 1, 2012 for pension fund contributions. In our current contract, members agreed to increase our contributions from 2% to 3% of pay on July 1 and 4% on July 1, 2012. UPTE remains unconvinced that additional member contributions are required.
